Cex.io mini flash crash (and pop)

Looks like cex.io experienced a mini flash crash of BTC a few hours ago. Price went down to $4248 (from around $4650). Interestingly, at the same time ETH flash-popped from $345 to $390. And the biggest move was in ETH/BTC which popped from 0.732 all the way to 0.1499. Since ETH/BTC made the biggest move, I wonder if that was the driver, and BTC/USD and ETH/USD responded because of arbitragers. Chart screenshots below.
