BTC vs USD gains

An idea that I see heavily pushed in trading groups is that traders should focus on altcoin gains vs BTC and not USD. Why is this the preferred method? Are those two goals actually different at all? I have no interest in BTC but use it mostly as a safe harbor. If my portfolio is appreciating versus USD but not BTC, I'm still making gains on trades.
