HST (Horizon State/Decision Token): can this idea ever pay off?

So, the idea behind HST is interesting. Basically, the platform operates through the use of Decision Tokens (HST), used for voting processes among governments and companies.

Weighty stuff, and as of now it's not tradable on any of the major exchanges and is languishing near its ICO price (near $10m MC).

The reason I bring it up is as a REQ investor, I'm looking for the next game changer under $100M, and my list is down to two:

HST and CHI (Chimaera token, a decentralized video game development platform, not ICOed yet).

My question for you guys is: have you heard anything about HST that merits buying at the lows?

I like the idea, but personally it's tough to see how this will actually take off. It sounds "flashy," but may not have an actual use case enough to push shares up IMO.
