Thoughts on why USDT is sitting at $1.03

The price of a Tether has been comfortably above it's supposed $1 anchor for the past few days, even with the big pump in BTC (and now other major Alts). I know the price of USDT is fluid, normally having a negatively correlated relationship with Bitcoin.... and so I find this valuation strange at this point.

Anyone have any thoughts on this? Arbitrage/Trade ideas?
