Decentralized ISPs

I'm pretty sure I read about the idea a while back, but I'm wondering if anyone is working on this? People sharing their personal bandwidth for tokens allowing customers the option to just buy bandwidth from other people, instead of the big ISPs. This to me would be one of the best things to come out of all this as it could decentralize the power that Comcast and co. have. I'd love to see nothing more.
