Lending on Poloniex vs Bitfinex - interest rate variation

Why are the interest rates on bitfinex so much higher than on Poloniex? I tried googling it, but most of the results seemed to imply that historically interest rates have been higher on Poloniex. This bring me to the conclusion that it is not due to an inherent design (higher fees or liquidity) that influences the market price. Given some interest rates are as much as 15 times higher, I feel like there has to be some reason for this disparity. What are your thoughts?
