What are the causes behind sudden fluctuations like this?

This question is specifically about Antshares. There were a couple crazy fluctuations in the past several minutes where it dipped really low, came back to where it was two minutes later, then the next minute opened at the low again.

I'm familiar with arbitrage playing a factor, but I would have guessed this wouldn't be as much of an issue for Antshares being as it's only on two exchanges (unless I'm mistaken). Is it still to blame, or is there something else at play that I'm not aware of?
