Thoughts on Iconomi (ICN)?

Newbie here. Was looking at the prices of coins listed on kraken (I have about $200 in bitcoin on the site already). ICN seems to get mixed reviews and it's price is dropping, which is typically the best time to buy in.

What do you think of ICN's prospects and future projections? Is it a safe bet? Why is it dropping; simply due to the fact that we're in a bear market?
