Do all exchanges require you to upload your ID / Passports etc to withdraw?

I'd like to buy a small amount of district ox but my only options are poloniex or bter. I signed up for both but bter required me to upload a passport (which I don't have) and poloniex I just don't feel comfortable with. What options do I have? I'd like to buy some today. Why doesn't bittrex require all that verification? Thank you
