Ripple Question

I have read many time " there are 100 billion ripple vs (enter anything)" but, if some banks where to adopt it could they not just by large amounts and hold them? If bought and held XRP would be taken out of the market.

If the goal is for banks to be involve does it matter how many are in circulation right now?
