Is the value of a cryptocurrency affected by the number of coins in circulation?

If, for example, the EOS creates 1 billion coins and there are about 21 million ether coins does this mean that the value of each EOS coin will be worth way less than an ETH coin even if it's being traded the same amount when the block chain goes live?

(I don't care what people's opinions on EOS ICO are, I'm just trying to get an understanding of how it would work starting with 1 billion coins in circulation vs 10's of millions.)
