BTC goes up, ALTS go down, since value is in USD but you trade in BTC. BTC goes down, ALTS also go down :(

Is it the exchange's fault?

Let's get this straight. Here's my POV: Any alt coin has real value in USD not in BTC. When BTC went high, all alts went down since their value relative to BTC went down. Now BTC is getting down, all alts should get up, since relative value USD/BTC is higher.

The other case would be they are priced ONLY IN BTC, and all alts should've got high once with BTC. Do I make any sense?

I might be confused af, but please make me understand.
