Noob question: Do altcoins typically rise during major BTC corrections?

Looking at the BTC-USD chart of 2017 I can see BTC corrections happening every 3 months. The last one was in September. The bigger altcoins (ETH, LTC) followed the movement. What about the smaller ones?

Most of the less famous altcoins went down during the short BTC run this month. Do they typically rise when BTC goes down? Is it different during a more serious correction? When panic selling starts, do the masses switch to fiat?
