Question about Coinbase and using Gdax to avoid their ridiculous fees.

Apparently you are able to switch to Gdax to avoid paying Coinbase fees since the company that owns Coinbase also owns Gdax. My question is, whether it's safe to use Gdax as a non American since I don't want my account to get locked out from Coinbase. Is it safe? Can I start using Gdax at my own will?
