Fiat > BTC? or ETH? > altcoin

I plan to buy an altcoin. For example iconomi (ICN). Coinbase allows me to buy BTC or ETC with fiat, I will then buy my altcoin with this. How do I decide which one will buy me the most altcoin? E.g bitcoin is up, eth is down today. Is eth cheaper for me for this transaction? Is there a guide online that explains this best?
