Best Alt-coin exchanges for NY?

In the past I have tried to sign up for a couple of exchanges, only to be rejected for being a NY resident as the exchange does not hold NY's bit license. Most recently, I was unable to utilize poloniex. Does anyone have a list of good exchanges that serve NY for alt-coins? Or do New Yorkers tend to use VPN's to get around the law? If you are using a VPN to skirt NY law, what are the legal ramifications of this, if any? Thanks
