YoBit and BTC-e -- same owners?

When looking at the API interface in YoBit and BTC-e I've noticed they have exactly the same rules, calling conventions, return values, etc. Also, YoBit.net is registered in Russia, and it's a well known fact that BTC-e is of Russian origin.

Are these two exchanges have the same owner? Is YoBit safe to trade? Is anyone using it?
