Selling/Buying Mechanics

Quick question: Let's say 1 BTC = ~2600$ If somebody placed a sell order at 2500$, for what price and to who would the 1 BTC be sold? Would it be sold to the person that had the highest buy order at that moment? For example somebody with a buy order at 2599.90$. Or would the 1 BTC be sold to some person that had a buy order at 2500$?
