Is it possible to illegalize pumping and dumping cryptocoins?

Pump-and-dumpers are unscrupulous, but I wonder if it's even possible to illegalise their scammy activities considering the anonymity of crypto-transactions and decentralisation.

Technology-wise, is it possible to make it illegal?
