WC vs TOA

I'm researching WINCION (WC) to see if I should invest or not. It's very low on Cryptopia Exchange right now. I was looking through their most recent commit on Github and they're replacing TOA with WINCOIN in a lot of their documentation. Can someone explain this more? What are your thoughts on WC and TOA?
