Exchange rates on Binance?

I just sent some BTC from GDAX to Binance. Most of the Alt coins on Binance are trading against BTC. So, for example, right now about $55 worth of BTC got me 63 Power Ledger coins. How is the exchange rate calculated when both coins are constantly fluctuating in price?
