What's happening when someone or people are "blocking" my trade?

I'm currently trying to trade a coin that has some pretty good swings. But whenever I post an order for a price I'm willing to pay there is constantly an order being places above mine by .0000001. Always the same decimal place by 1. It gets removes and places back every few seconds. What is going on here?
