What to do when btc dumps or pumps?

If it dumps I should set a stop loss to all my altcoins, right?

What do I have to do with the altcoins if btc is about to start a bullrun?

Hold them? Sell them?

And another question. When I got my coins on a hardware wallet it would take a lot of time to send them to the exchange first, doesn't it? I'm scared that I will miss the exit because of that.
