Crypto that is resilient to gov intervention

Out of interest, which of the hundreds of crypto currencies and assets currently out there are most resilient against gov intervention or could even florish if/once this becomes a fact? Just reading the news, China want to regulate ICOs in the near future, Canada is looking into more regulation too, just to name a few.
