How do FIAT exchanges determine the bitcoin value

I see, that there is a difference in between exchanges that support FIAT trading vs those that don't.

Bitstamp: 2460 USD

Bittrex: 2506 USDT

USDT: 1.01% USD

Say, shit hits the fan and bitcoin value drops or surges significantly. Do the FIAT exchanges adopt this change as quickly as non-FIAT ones?
