is CEX.io a scam?

While googling for ETH exchange I found out about this new exchange called cex.io
After seeing their demo , at the 0:27min he says to upload a photo of yourself while holding your payment card, also he says to upload a copy of your ID.

To me this smells fishy, maybe I'm wrong. Please, tell me what you think.
